15 Ashley Moore
This was a rumor, but it counts because Justin has totally been flirting with Ashley Moore (via Instagram, of course). Instagram is pretty much his favorite thing on the planet, or that's at least what it seems like. In April of last year, The Biebs posted a photo of her and said: "Sometimes I wonder..." Um, what?! Justin, you are such a tease, it's ridiculous. We really don't know whether the two had their own love story or not, but either way, it's pretty interesting that it seems like he's crushing on her pretty hard. Apparently Selena Gomez was pretty upset, sad and jealous at this social media post, and that makes our hearts hurt. Seriously. To be honest, we think that Selena is the only one for Justin, but that's another story for another time (and scroll down to see her on this list!).
14 Shanina Shaik
So apparently these two have been rumored to be romantically involved not once, but twice. It turns out that a lot of girls that Justin is linked to seem to reappear in the media every once in a while. So it's pretty impossible to learn whether or not it's true or not, so let's just agree to not care about that. It's an interesting thing to think about, anyway. Apparently they were hanging out together in Las Vegas and it was pretty adorable. Just look it up: there are tons of photos of them together and he happens to be shirtless, and you can see all his amazing tattoos in all their glory. Swoon. If she was never Justin Bieber's girl and it was really all just a rumor, seriously, what was she even thinking? Doesn't she realize that she should have been all over that?!
13 Adriana Lima
Another rumor, but one that the model has furiously denied. She wasn't super nice about it though, let's just be real here. She was asked by Andy Cohen if it was true that they dated or at least had something causal, and this was her response: "Okay, I'm going to tell you this. Anybody below 6-foot-7, you know how I call them? Friends." Um, ouch! What an insult. We think he's adorable that Justin. But really, this was obviously just a rumor because there is a pretty huge age difference between the two: he was 21 at the time of the rumor, she was 34. So yeah, probably not likely. But did she have to be so mean about it? Probably not. No, definitely not. Poor Justin. We would totally date him! We would never, ever dream of calling him short.
12 Rita Ora
This rumor is pretty current, but at the same time it's been going on forever -- if forever means since 2014. Which to us it is, because hey, 2014 was a really long time ago. Apparently she broke up with her ex-boyfriend Calvin Harris because of The Biebs. Well, we don't know about that, but we do know that they would make a cute couple... if Selena didn't exist. Yeah, we're pretty obsessed with those two, sorry not sorry. But we do have to admit that Rita would be an interesting girlfriend for Justin since the two are singers and have that in common so could obviously relate. Oh wait... Selena's a singer too. Yup, so we can't support this supposed relationship, and we're still waiting for him and Selena.
11 Nicola Peltz
This rumor is current as well, so whether he's with her or Rita or both, well, take your pick. Justin and Nicola have apparently been in the city of Toronto at the same time and have been spending time together. Because spending time together automatically equals hooking up, right? Right. If you couldn't tell, we were being incredibly sarcastic. They went to the CN Tower which is a super touristy thing to do, and have apparently been hanging out for a while and even had dinner back in L.A. Hmmm. We'll wait to see how this one plays out before deciding whether or not it's true, but we really hate to see him with anyone else except Selena. And if that's not possible, what about us?! We're ready and available. The most entertaining part of this story? Apparently Selena said he's "a heartbreaker who will hurt you." Ouch. Jealous much?!
10 Miranda Kerr
Justin Bieber is quite the relationship destroyer. First people claim that he's the reason Rita Ora and her ex broke up, and then back in 2012 people thought he was why Miranda Kerr and Orlando Bloom got divorced. This rumor is a bit more scandalous since back then, he was 18 and she was 30. So we can't really say whether or not it was true, but to be honest, we're not really sure that anything happened. We think he has a pretty good head on his shoulders and would realize she was too old for him. But, we guess, absolutely anything is possible. It sounds just juicy and entertaining enough for it not to have even one ounce of truth to it, because of course the media loves to share stories that get clicks and attention and viewers, but are totally false.
9 Chantal Jeffries
Another model. Apparently, at least according to the always moving and growing rumor mill, Justin has been with pretty much every female model out there. Apparently he took tons of photos of her on the beach. Which totally means they hooked up. Right? It's kind of hilarious that this kind of thing is what passes for logic in Hollywood these days. Again, no clue if this is true or false, but the rumors are pretty fun to read about and consider. She was involved in some serious drama when she told the media that he apparently was hooking up with other girls the whole time they were together. Oh, Justin, say that isn't so! We really don't want to believe that about you. We just don't.
8 Yovanna Ventura
Apparently she and the Biebs officially dated in the spring of 2015. According to Hollywood Life, though, they were FWB but not actually together. Who knows anymore?! He was at least closer to her in age than some of the others on this list, since she was 18 and he was 21 at the time that they were supposedly together. What did they do? Go to a lot of birthday parties. Can you imagine that being the only thing you do with someone you're supposedly just starting to date?! Wouldn't that get super boring and old after a while? Really, how many birthday parties can you possibly attend? Yeah, the rumor mill is a strange, strange place.
7 The Instagram Girl
Okay, she has a name, but this is how she was basically known for quite a while. Why? Well, Justin posted a shout-out to her with her photo on his account asking if people knew who she was. Her name? Cindy Kimberly. She actually got a fashion account out of the whole thing, so it was super lucky that he happened to do this. We don't actually think the two hooked up, but everyone says he had a total crush on her, so we're putting her on this list. You can think what you want, of course. His actual post? "Omg who is this!!" Wow, so romantic. Talk about love in the time of Instagram. Would you ever want anything else?!
6 Miley Cyrus
So, this rumor is pretty hilarious, at least to us, because we can't really think of two celebs who are less likely to be together. Sure, they both have less than stellar reputations, but she is generally known as being pretty wild and crazy, and at his core Justin is really just a good, sweet, kind of innocent guy. We still think of him as a kid since he definitely acts that way sometimes and he totally admits (on his latest album Purpose and also in countless media interviews) that he doesn't have it all figured out. That's definitely not the kind of image that Miley projects into the world. Fact or fiction? It's up to you. It's probably in the eye of the beholder at this point, since again, literally anything is possible, especially in Hollywood.
5 Kendall Jenner
This whole rumor apparently is because Justin told her that her Vogue cover was "beautiful." As every single rumor about Justin and a new girl goes, apparently Selena was super jealous. She's basically a green-eyed monster 24/7 at this point if we believe the media. Poor Selena. We're not really sure why people would think Justin was dating Kendall beyond the fact that they're super close in age, both rich and both famous. Okay, so we can kind of see why. But still, we really don't believe that they ever hooked up, but everyone is entitled to their opinion, right? If it turns out to be true, there will probably be another rumor in the future about it since everyone that he dates pretty much comes back to haunt him and he's usually rumored to be with them once again.
4 Kylie Jenner
This one might be true. At least, it seems pretty legit to us, since it came from the source herself: Kylie. She was interviewed in Elle U.K. and said that he really understands her, her life and how she feels. So she didn't exactly admit to dating or even just hooking up with him, and she seems to think that the world believes they're only friends. But really, we think that something must have happened, because we're sure that she could find a million other famous guys who understand what her life is like. Come on now. There must have been something between the two of them and maybe she's afraid to admit it because of all the drama with him apparently being linked to her sisters.
3 Kourtney Kardashian
OMG was every single member of the Kardashian clan rumored to be dating Justin?! Yeah, apparently. Back in April, it was apparently revealed to media outlets like People that they were "hooking up" for several months. Apparently the appeal was that she's super good-looking and years older than him. We're not sure if this is true or not, and to be honest we kind of think it wasn't really happening at all, but it's kind of interesting to think about. Especially considering he has also been rumored to be hooking up with Kylie and Kendall, too. Those family dinners must have been pretty awkward, right? Can you even imagine? They should be on a reality show or something. Oh wait...
2 Hailey Baldwin
This one's real, folks. The two dated for a while and there are Instagram photos of them on a boat together to prove it. If that's not true love, well, we don't know what is. He told the media that he "really loves her" but then again, their love story did end, so it wasn't really true love after all. Oh well. It sounded like he really was super into her, but we, of course, have no idea what went down. It's kind of fun to imagine how a break up speech would go with The Biebs. Would he break out into song, either one of his own or one of Usher's (who is basically his idol)? Would she break out into song? We can only imagine. We don't care that much because we're still holding out hope for his greatest love story ever, and she's number one on this list: none other than the super talented, adorable and smart singer, Selena Gomez.

Naturally, Selena Gomez is going to top our list. There was just no way that she couldn't, right? They were pretty much off and on again for a while, and it was kind of confusing to follow. But we still hung on every word and Instagram photo because they're pretty much our dream celebrity couple and we really, really want them to get back together. The lovebirds started their whole thing in December of 2010, and if you check out photos of them from that time, OMG they looked so young and adorable and innocent. For six whole years, they kept breaking up and freaking out and getting back with each other. Last year, he even told Ellen DeGeneres on her show that it was a total possibility that they would be in love once again. Hmmm. That's not really the story that Selena is telling, but hey, hope springs eternal, right?
